A new study by the Cambridge Programme on AI Science & Policy (CASP) has brought to light a disturbing trend: major terrorist groups are actively utilizing leading AI chatbots for various aspects of their operations, including attack planning and weapons development. The research, led by Antonia Jülich, reveals that organizations such as Boko Haram are employing AI tools like ChatGPT, Claude, Gemini, Grok, Meta AI, and DeepSeek, with both factions of the group establishing dedicated AI units.

The study, based on 57 interviews with 27 former members of Boko Haram, details how these groups are leveraging AI for critical functions such as planning attacks, designing more powerful explosive devices, conducting weapons maintenance, and bolstering operational security. In one particularly extreme instance, the ISWAP faction of Boko Haram used AI to replicate complex motorcycle jumping techniques from a movie, intending to train fighters to clear trenches. This dangerous experiment resulted in the deaths of eighteen fighters, though eight successfully made the jump.

Jülich’s research also points to strong enthusiasm for AI within these groups, with some former members indicating that mass-casualty weapons had been considered previously. While Boko Haram’s current use of AI remains “conventional,” the study warns that this should serve as a serious alert regarding the potential for terrorists to seek AI assistance for developing chemical and biological weapons.
