Anthropic has announced the global redeployment of its Claude Fable 5 model on July 1, following the lifting of US export controls that had temporarily restricted its availability. The re-release includes a significant enhancement: a new safety classifier designed to address potential vulnerabilities and improve the model’s defensive cybersecurity capabilities. This development is particularly relevant for Indian developers and businesses leveraging advanced AI for secure applications.

The US export controls, which also affected Claude Mythos 5, were initially imposed on June 12 due to concerns about bypassing safeguards. These controls were fully lifted by June 30, allowing Fable 5 to return to general availability. Mythos 5 access has been restored for specific US organizations.

Background to the Suspension

The suspension of Claude Fable 5 and Mythos 5 models stemmed from a report by Amazon researchers. They identified a method to bypass Fable 5’s safeguards, enabling the model to identify software vulnerabilities and, in one instance, generate code demonstrating an exploit. This led the US government to apply immediate export controls, prompting Anthropic to suspend access globally due to real-time nationality verification challenges.

Anthropic’s investigation revealed that the technique used to bypass Fable 5’s safeguards was not unique to their models. Less capable models, including Claude Opus 4.8, GPT-5.5, and Kimi K2.7, also exhibited the same behavior when tested. The company clarified that the exposed behavior was typical of routine defensive cybersecurity work and did not indicate unique Mythos-level cyber capabilities.

Enhanced Safeguards and Fallback Mechanism

In response to the findings, Anthropic has implemented an improved safety classifier specifically trained to block the reported technique. This new classifier effectively blocks the specific method in over 99% of cases. When a request is flagged by this classifier, it is not outright refused but instead routed to Claude Opus 4.8, and users are notified of this fallback. This “defense in depth” approach, characterized by a larger safety margin, aims to minimize risks while ensuring continuity of service.

Researchers from the Department of Commerce’s CAISI have reviewed both the previous and new safeguards, concluding that the enhanced measures are robust. While this design may lead to a higher rate of false positives in routine coding and debugging tasks, it underscores Anthropic’s commitment to prioritizing AI safety.

Industry Collaboration on Jailbreak Framework

The incident highlighted a broader industry challenge: the lack of a standardized framework for evaluating and scoring “jailbreaks”—techniques used to bypass model safeguards. To address this, Anthropic is collaborating with Amazon, Microsoft, Google, and other Glasswing partners to draft a four-criteria jailbreak severity framework. This framework aims to provide a consistent method for assessing the severity of such bypasses.
